The purpose of the Organising Committee is to support the Host in arranging that year’s edition of the Home Composed Song Contest, to advise on any points requiring coordination or consultation, to provide practical support to the Host as required (e.g. website creation and hosting, audio/video uploads, event promotion, other aspects of organisation), to take over if the Host is unavailable for any reason, and to act as the official "voice", the central point of contact and the governing body for all matters relating to the Home Composed Song Contest in general.

The aim is for each edition to feature the individual organisational style and design of the respective Host while ensuring continuity and security from one year to the next.

With this in mind, a binding set of [[HCSC Rules|Rules]] to be applied every year has also been established. The decision of the Organising Committee with regard to the interpretation of the Rules for the specific edition of the Home Composed Song Contest shall be final.
